維克多．布特羅斯(Victor Boutros) 畢業於貝勒大學、哈佛大學、牛津大學、芝加哥大學法學院。曾任美國聯邦檢察官，現任美國司法部人口販運起訴處，芝加哥大學法學院客座教授，在人權與外交事務方面亦有著作。 蓋瑞．豪根(Gary A.
